It's about time someone made a thread about this, so screw the IC garble and lets dive in.
Step 1, Speech
The Overwatch Transhuman Arm is just that, transhuman. They are robots and would act and speak as such. Standard OTA units shouldn't even be able to UNDERSTAND normal colloquialisms, much less communicate with them. Let's say, a citizen approaches a unit and asks "Hey, do you know where I can get some rations? I'm hungry." this guy should be totally ignored by the unit. In fact, Civil Protection only exists in the first place because OTA just shot offenders instead of processing them and arresting them. On that note, the OTA should pretty much not respond or talk to anyone they don't need direct orders from. Usually the unit that awakens the soldier gives them their directive and who they can take orders from.
Let's look at an example of the Sectorial Commander waking up EOW.314:
SeC.01 says: "<:: EOW.314, Online. ::>"
**EOW.314 Powers up and salutes the SeC.**
EOW.314 says: ";;ONLINE. REQUESTING DIRECTIVE;"
SeC.01 says: "<:: Directive: Neutralize 11-70. Stabilization and Interception at the request of SqL.925. Commanding units: SqL.925. ::>"
EOW.314 says: ";;PROCESSING DIRECTIVE... AFFIRMATIVE;"
**EOW.314 stiffly turns from the SeC and walks towards the OTA Armory,**
**EOW.314 wipes his hand across the biolock and retrieves a OSIPR from the cabinet.**
Later, on the battlefield,
**EOW.314 positions himself behind the pulse barrier, his Pulse Rifle aimed at the angry crowd.**
CCA-UNION-04-105 glances over at EOW.314 and says: "<:: Hey, make sure you get the ones with the makeshift weaponry. ::>"
**EOW.314 remains silent.**
SqL.925 says: "<:: EOW.314, Cauterize, Stabilize, administer amputation to Malignants. Report devised behavioral patterns. ::>"
EOW.314 says: ";; AFFIRMITIVE, ENGAGING MALIGNANTS;"
**EOW.314 begins to fire his Pulse Rifle into the crowd as they scream and scatter.**
Speaking with capitals and semicolons are important, it emphasizes the soldiers programing and it just looks plain cool. Remember to also be careful to what you say to the OTA, as they may not process what you are saying.

You are only here to deal with disastrous situations. Don't idly tap your foot on the pavement, don't whistle a tune, stand still and don't udder a word until you have specific orders to do something. You are COMPLETELY brainwashed by the UU, and you don't hesitate to follow orders. Think of yourself as more of a tool than an actual unit, your thoughts are the thoughts of the person ordering you. Also, don't worry about respecting the people above you, as they will not expect a robot to be respectful. (NOTE this does not mean do not salute high command people, just don't call them sir and such)
