This is an extremely tough app while will need to be worked on a lot and effort put into if you would like to be accepted.

They're the figureheads of the city. They follow the advisors orders and are mainly there just to keep citizen moral up,they have bodyguards (Usually EOW) and have control over MPF/OTA to a degree.

I was a CA for about 2 hours before Swifting told me to stop.
Do you know the half life 2 canon inside and out?:
Yes. Combine invaded earth after freeman opens up a portal in black mesa,then a war starts (Lasts 7 hours) and then they built suppression fields etc. Gordon was awoken by G-man and then Half Life 2 happened.Eli gets killed by an advisor (Spoilers!) And then it's left on a cliffhanger. FUCKING VALVE!

100% Active,sadly on friday's I visit relatives,but through the rest of the week i'm 100% active.
Who orders the CA's are who can you give orders to?:
CA can order most units including SeC,but the SeC can order the execution of CA's and has more power than them in emergencies. The CA also follows Advisors orders and has a CA council from other cities. Wallace Breen is the main CA.
IC: Your background story (At least 500 words)
Rachael Mason was born to a mother and a father,like normal....Until they both died in a car accident. Shame,really. Anyway,afterwards she and her brother,Jackson were sent to an orphanage and stayed there until they were 13,they both escaped under cover of darkness,well,that's what they told me. Anyway,after some traveling they found me,James Dale. I adopted them and soon they were happy again. Then the Univeral Union invad-I mean....Uh....Attacked? No...Took control? Good enough. They took control of earth,and they JUST passed the age requirements. Lucky,or what?
I applied for an MPF job...My brother went AWOL and became a rebel,Jackson went rogue after seeing what I did when I became a Division Leader. Rachael was the only one who stuck around,she joined the civil workers union and was trusted by most units. She's....Sexually active,to say the least. Anyway,whenever I was 10-7 i'd head home and we'd talk. We'd talk about anything,from work,to friends,family. I had family once. They're dead now. Old age got them amputated. Anyway,when we got transferred to city 17,we didn't know what we were getting into. Shit changed. New city,new rules. Haha. Nice Nexus,Rachael Hasn't seen it yet though.
Rachael was always happy,no matter what. But,there's one person she fears. Division Leader Sword. He tortured her. Fucking sadistic bastard. I know she's a nice person,she probably won't go out of her way to kill him or something. She's a pacifist,from what I can tell. Never harmed anyone. Such a good kid. I've seen her giving food to citizens. One time,she got kidnapped. Kidnapped by 647E's,or rebels,as a non-unit would say. She got released by one,whom I never found. In retaliation,I released the synths,they destroyed P6. Good times.
City 45 was boring after all of the 647E's were amputated by the Synth General (My creation,it's copyrighted and I will amputate anyone who says otherwise). That's why we moved to City 17. I haven't heard from my brother,or Jackson. I miss them,and Rachael does too. It's sad,seeing such a promising young life damaged by 2 extremists. Rachael is one of the greatest people I have ever seen. She's the daughter I never had. The one I never could have....Since my dick's been cut off. I don't know much about her past,I had to check her records,and even then it was vague at best. She's a mystery,I'll say that. But she's the greatest mystery. I'll care for her until the day I die. Hell.....I would rather die than see her die. This is Division Leader ICE seven six two one one, and I am telling you,the reader of this,that my daughter is Civil Administrator worthy. Rachael wants to become a City Administrator because it's what's best for this city. Nothing else. Not for power,or personal gain. She's dreamed of becoming one for years,it's honestly all she can think about. This city needs someone to stand up and make civilization come,peacefully if possible. Haha. She is the most Civil.....Civil worker I have seen,never re-educated,units always liked her. She'd like to re-pay that favor. Taking work off the SeC and such,making the Universal Union's lives easier by doing all the desk work,dealing with Concerned Citizens etc. She is one of the kindest people I have ever met,she wants to make this city a better place. Nothing wrong with that. To any of you sexists thinking a woman can't be the City Administrator,I will amputate you. She is one of the strongest and most determined people along with her kindness. She won't just "Give Up". She won't give in to the resistance. She won't hand over tokens to bribe people. She won't be corrupt. She'll be the best she can. She is the best. She wants to be even better. She can't stand the resistance,she lost 2 people to them,people she loved. She won't just stand around while innocent citizens,loyalist,civil workers and even MPF units die trying to control this city. We need someone to keep the citizens moral up,keep everyone's moral up. Keep order intact,civilization has to be restored,preserved. Having rebels or 647E's in the city is a sign of weakness. We can't have OTA sent out every day to deal with an enemy we can't even find. She is smart,smarter than most. She can think things through,she was a citizen,she knows how they think. She wants to use her abilities to the best of their power to keep this city running at 100% of it's maximum potential. Becoming the City Administrator has taken over her life right now,i'll be glad to see her face brighten up when I say "You're the city administrator,Rachael." I want this city to survive. I want everyone to survive. She wants that too. We all do.

She's smart,kind,friendly,she knows what it's like to be a citizen. She see's things from a wider perspective. She won't abuse her Civil Administration powers by de-servicing units she doesn't like,or promoting one's she does like. She does what's best. Personally,I think she is THE best. No other option for me. She's my life,she's the only reason I get out of bed in the morning. It takes a good person to be able to do that. She follows etiquette. Bribes,no. Corruption,no. Killing for no reason other than entertainment,no. She is an aura of kindness,happiness,and everything else. I can't stand to see her sad,or disappointed. She can be formal,informal,metaformal,I don't think that's a word,but it sounds good. Metaformal....Anyway. She can handle herself. She won't get 5 EOW's active just to stand around in her office doing fuck all while she sits there drinking tea. She'll talk to citizens,make them feel that if they are civilized,they'll be treated fairly. They'll be given a good life. A great life. A life without fear of being killed by rebels,or murderers. She's forgiving. She can be harsh if she has to. She is perfect for this city. She is everything to me. And I don't want her to feel betrayed by the Universal Union.
