The Overwatch Transhuman Arm is a branch of the Combine Overwatch that is formed from transhuman troops and whose main task is ensuring Combine rule on Earth.
Overwatch Soldiers are heavily augmented, trained, and brainwashed, meaning they have no chance of going rogue or disobeying the UU. These units are usually created from unco-operative Citizens / Resistance Members at Nova Prospekt . The units use a much wider arsenal than the Metropolice Units, and are augmented especially to use the Overwatch Standard Issue (AR2 Pulse Rifle). Soldiers also use MP7 Submachine Guns, and SPAS-12 Shotguns in close-quarters situations.
Overwatch Units, when deployed, normally use ambush, frontal assault, and advanced breaching tactics. A common tactic, Advanced Breaching, is placing a Combine Lock on a door, then arming a breach on that door, causing the lock to explode, and creating a screen of smoke. Overwatch Units also tend to establish outposts by building Combine Barriers, Combine Locks, and Turrets.
They do not use regular radios that Recruits and Enlisted use. They have a visor, meaning you do not have to roll to use the radio in a combat situation. Here is an example WITH and WITHOUT rolls.
WITH ROLLS
(Our example will be a Oh-Five NOMAD trying to supress a rebellious citizen.)
The NOMAD slides into a concrete fire, being supressed by a rebel wielding a MP7,
Bullets richotet above the unit's head, closing in on him.*
NOMAD attempts to contact other units using his handheld radio.
Both the Rebel and the NOMAD must roll.

Rebel rolls 35
NOMAD sucessfully contacts any available units.
WITHOUT ROLLS
The OTA is being supressed by enemy fire.
The OTA speaks into his visor, contacting available units.
Now, wasn't that hard? You could be more descriptive, but either way, an OTA doesn't need to roll to use his visor to contact any units.

Overwatch Soldiers will almost never, under most circumstances, speak to Citizens like a normal Metropolice Unit. When they do speak, it it matter of fact, brief, without emotion, and normally only about combat situations. Even when talking (or rather being talked to) to their superiors, they don't speak much, or at all. An example of this is in Half Life: 2. The OTA Soldiers in Breen's office follow his command without question or acknowledgement. As for OTA talking to Metropolice Units, they shouldn't really be interacting at all. They are completely seperate divisions of the UU,
and under normal circumstances, Units should keep back from OTA when they are called out of stasis for a mission. Only higher ranking units should talk to them, but only the OTA's 'Elite Overwatch Soldiers' (EOW's or EOS's) can order them around.
